Course Overview
The HiQual UK Level 3 Stage 3 Crane Operator qualification is designed to assess and develop advanced occupational knowledge and operational competence for experienced crane operators, particularly those involved in offshore lifting operations.
The qualification focuses on lifting-operation planning, crane pre-start and functional checks, controlled load movement, communication with banksmen and slinger-signallers, dynamic lifting awareness, operational limits, emergency response and crane malfunction procedures.
Learners are expected to demonstrate that they can interpret lifting plans, conduct required checks, operate equipment within its rated capacity and follow approved procedures while maintaining communication and awareness of personnel, load-path and environmental hazards.
This proposed HiQual UK qualification is intended for experienced operators progressing toward a Stage 3 competence pathway. It is not an OPITO-issued certificate and does not automatically authorize independent crane operation or replace the applicable industry competence assessment.
Qualification Details

-
Hold a valid Stage 2 crane operator competence certificate or an equivalent industry-recognised qualification accepted by the assessment provider.
-
Provide evidence of relevant supervised operating experience, supported by a completed and valid logbook or equivalent workplace records where required.
-
Meet applicable medical fitness, site induction and equipment-specific familiarisation requirements before practical assessment or operation.
For the formal OPITO Stage 3 pathway, the precise prerequisites depend on the applicable product and operating environment. The OPITO vessel subsea lifting assessment, for example, requires qualifying prior competence and a completed workplace-experience logbook.
1. Lifting Operations Planning : Develops understanding of lifting plans, risk assessments, toolbox talks, personnel responsibilities, communication arrangements, load paths and control measures for routine and complex lifting operations.
2. Crane Checks and Operational Readiness : Covers pre-start inspections, pre-operational checks, functional testing, crane controls, load indicators, safety devices, operating limits, defect reporting and preparation for the specific lifting task.
3. Crane Operation and Load Handling : Develops competence in controlled lifting, lowering, slewing, positioning, load transfer, hook alignment, coordinated control movements, banksman communication and safe load handling within approved operating limits.
4. Crane Malfunctions and Emergency Response : Examines appropriate responses to crane alarms, control faults, abnormal load movement, equipment malfunction and emergency situations, including safe stopping, communication, reporting and following site-specific emergency procedures.
-
Strengthens knowledge of planned and controlled lifting operations.
-
Develops an understanding of crane inspection and operational readiness.
-
Supports demonstration of safe load movement and positioning techniques.
-
Reinforces communication between crane operators and lifting teams.
-
Improves awareness of operational limits and proximity hazards.
-
Develops structured responses to alarms and crane malfunctions.
-
Supports documented assessment of occupational competence.
-
Provides a foundation for further offshore crane operator reassessment and specialist development, subject to relevant industry requirements.
This qualification is suitable for:
-
Experienced offshore crane operators progressing to Stage 3 assessment.
-
Operators who have completed the relevant Stage 2 training or competence assessment.
-
Crane operators with documented workplace operating experience.
-
Personnel undertaking offshore supply-vessel or over-the-side lifting operations.
-
Operators seeking to demonstrate competence with a specific class or type of offshore crane.
-
Employers developing crane operator competence and assessment pathways.
This is not intended as an entry-level crane operating qualification. Learners should have the necessary prior training and verified operating experience.
Assessment Format: Practical competence assessment on a suitable crane or approved simulator, supported by technical questioning, review of lifting documentation and verification of workplace experience where applicable.
Total Questions: 30 proposed technical knowledge questions, supplemented by oral questioning and practical performance checks.
Passing Score: 60% in the knowledge assessment, together with satisfactory completion of all mandatory practical competence criteria.
Duration: 60 minutes for the proposed knowledge assessment; practical assessment is scheduled separately according to the equipment, workplace conditions and assessment requirements.
Certification: Learners who successfully complete the HiQual UK assessment requirements receive the HiQual UK Stage 3 Crane Operator qualification.
These are proposed HiQual UK arrangements. A written examination score alone is not sufficient to establish competence for safety-critical crane operation. An approved industry assessment may have different prerequisites, methods and achievement rules.
To deliver this Qualification, HiQual UK Approved ATPs must demonstrate the capability to deliver, assess, and internally quality assure qualifications in line with recognised regulatory principles and the expectations of the Regulated Qualifications Framework (RQF).
Approved centres must operate effective systems to ensure the validity, reliability, fairness, consistency, and security of assessment.
1. Centre Recognition and Legal Compliance
Centres must be formally recognised by HiQual UK prior to the delivery or assessment of any
qualification. To maintain recognition, centres must:
Be a legally constituted organisation operating in compliance with applicable legislation and
regulatory
requirements.
Demonstrate effective governance, management oversight, and clear lines of accountability.
Comply with all HiQual UK policies, procedures, and conditions of centre recognition.
Notify HiQual UK promptly of any material changes that may affect delivery, assessment, or internal
quality assurance arrangements.
2. Resources, Facilities, and Learning Environment
Centres must ensure that sufficient and appropriate resources are in place to support learning and
assessment. This includes:
Learning environments appropriate to the mode of delivery, including classrooms and, where
applicable,
specialist or practical facilities.
Access to learning and assessment resources that enable learners to meet qualification outcomes.
Secure systems for managing learner data, assessment records, and certification claims.
Arrangements that support equality of access and reasonable adjustments for learners where required.
3. Staff Competence and Occupational Expertise
Centres must ensure that all staff involved in delivery, assessment, and internal quality assurance
are
competent and suitably qualified. Centres must:
Appoint tutors with appropriate subject knowledge, teaching competence, and relevant occupational or
professional experience.
Ensure assessors are trained and competent in applying HiQual UK assessment requirements and
standards.
Appoint a qualified Internal Quality Assurer (IQA) responsible for monitoring assessment practice
and
decisions.
Maintain records of staff qualifications, experience, training, and continuing professional
development
(CPD).
4. Assessment Practice and Internal Quality Assurance (IQA)
Centres must operate robust internal quality assurance systems to ensure assessment integrity.
Centres
must:
Ensure assessment is valid, fit for purpose, and conducted in line with HiQual UK requirements.
Implement effective IQA procedures to monitor assessor performance and confirm the consistency of
assessment decisions.

certification.
Ensure learners receive timely and constructive feedback on assessment outcomes.
Operate transparent complaints and appeals procedures aligned with HiQual UK requirements.
Manage learner information securely in compliance with data protection legislation.
Successful learners may progress to:
-
Applicable Stage 3 crane operator competence assessment or reassessment pathways through an approved provider.
-
Specialist training and competence assessment for offshore, vessel-based or subsea lifting operations.
-
Further development in crane operations, lifting supervision and safe systems of work.
-
